DES PLAINES PLANNING AND ZONING BOARD MEETING
JANUARY 7, 2025
MINUTES
The Des Plaines Planning and Zoning Board held a special meeting on
Tuesday, January 7, 2025, at 6:30 p.m. in Room 102 of the Des Plaines Civic Center.
Chair Szabo called the meeting to order at 6:00 p.m. and roll call was established.

A quorum was present.

Public Workshop:

The petitioner has requested a public workshop to solicit community feedback for a proposed
development to be located at a 4.1 acre site at the northwest corner of E. Golf Rd and N. East
River Rd.

Project Description: The developer, Des Plaines Supportive Living LLC, proposes a
four-story, 150-unit “supportive living facility." A “supportive living
facility” serves residents 65 years old or older requiring assistance
with two or more activities of daily living, such as cooking, bathing
or dressing. The facility would serve senior citizens with incomes at
or below 80 percent of the median household income and include
amenities for residents on-site as well as provide a shuttle service
for transportation to areas off-site.
The PZB hosted this special meeting/workshop to discuss the proposed development located at the
approximately 4.1 acre at 2200 E. Golf Road.
Chair Szabo opened the meeting and staff took roll call
Bob Helle (Developer) presented the development and identified the other members of his team.
This is an assisted living housing development of 150 units of assisted living facility with 90 1
bedroom units and 60 studio units with outdoor and indoor communal spaces
Assisted living has become the choice of people seeking supportive housing for elderly
individual and family members
Outlined the 2020 US Census demographics and how that creates the market for the proposed
development in the Des Plaines market. The elderly population has increased significantly and
there are about 5,200 85 year or older within a 3-mile radius of the proposed location. This will
increase to about 5,700 in 2029. For residents 80 years and older about 25% of this population
needs daily function assistance. This equates to about 1,500 people needing this type of facility.
Outlined the development team’s applicable experience and knowledge base. The Bob Helle has
developed 15 similar projects and his partner (Heritage Woods) has developed and managed over
60 such facilities throughout IL, IN & OH.
Bod Helle described the residents as ‘frail elderly’ and the proposed supportive living operation
is specifically designed to manage the particular desires and needs of this population. The
developer has had discussions with the Fire Department to clarify possible lower service impacts
versus diffuse populations throughout the City. Lastly, their facility would provide a wide range
of activities for residents managed often by on-site staff.
Mike Jerabek (Architect) describes the design and intent of the proposed development plan.
Explained the proposed building height is 50 feet but the R-3 zoning max is 45 feet. Therefore,
building heights relief may be requested. The proposed building is designed to have residential
design features and provided nice views and indoor/outdoor recreation spaces throughout

specifically through the means of a central courtyard. Mike Jerabek described the details of the
site geographic location, site plan layout, stormwater detention, on-site parking provision and
ingress/egress traffic patterns. Jerabek then described and walked through the first floorplan
noting the communal areas for residents and staff. He then described that the resident’s dwelling
units are a mix of 1-bedroom and studio units. This units have bathrooms, living room and
bedrooms/areas but don’t have full cooking facility kitchens.
Bernard Citron (Attorney) outlined the process so far and stated they understand a Conditional
Use is required and they will likely request a PUD as well.
Bob Helle inquired for further discussion.
Szabo stated there was low community attendance and took 10 minutes to conduct the open
house discussion with the developer team and any public in attendance.

Chair Szabo reconvened the meeting for further discussion at 7:16p and asked for questions from
the PZB.
Member Bronakowski inquired about the typical EMS calls load for similar properties.
Bob Helle stated that more information would be provided with the formal application but
generally about two 911 calls per month to from their existing facility. Member Bronakowski
stated that the City has increased EMS calls over the last 20 years.
Senior Planner Sam Redman stated that the Fire Department will review the formal application
packet.
Chair Szabo asked whether this is memory care as well.
Bob Helle stated this development would not include any memory care operations which is a
separate specialty in this industry. The proposed development would not be designed for
memory care residents.
Chair Szabo asked if visiting family must pay for in-house meals or if included. Bob Helle
stated this facility would likely not require visitors to pay for meals in the dining room.
Chairman Szabo asked for more PZB comments and asked Bob Helle for final comments.
Bob Helle was satisfied with the meeting and glad with their experience with the City so far.
Chairman Szabo stated he is glad to see the proposed site’s vehicle access from adjacent public
ROWS. Bob Helle repeated that they were happy to have the existing ingress/egress for subject
property.
Member Veremis asked whether residents have option for surveying the services. Helle stated
that surveys are offered to residents.
Member Bronakowski asked whether the developer plans to develop and hold or sell soon after
completion and opening. Helle stated that is not the intent and they desire to hold for an
extended period.

Chairman Szabo thanked the peititoner.
ADJOURNMENT
The Planning & Zoning Board meeting on Tuesday, January 14, 2025 is planned and there are
three cases.
Chairman Szabo adjourned the meeting by unanimous voice vote at 7:23p.m.
