COMMUNITY DEVELOPMENT — Alderman Moylan, Chair
Community and Economic Development Manager Jeff Rogers reviewed a memorandum
dated July 29, 2026.
The petitioner requests a major variation from City Code Section 12-7-2.J requiring a
minimum rear yard of 25 ft or 20% of lot depth, whichever is less. As the average of the two
side lot lines is 100.785 feet, the required rear yard is 20.16 feet as 20% of lot depth.
Petitioner requests a reduction of the required yard to 10.5 feet to construct a 231 sq. ft.
sunroom (21 ft. long by 11 ft. wide) to the rear (southside) of the house.
The subject property is a corner lot at the T-intersection of West Roxbury Lane and Windsor
Drive and has an irregular shape due to its frontage along two curvilinear streets. The
principal structure's placement oriented toward the Roxbury frontage results in rear yard
setbacks ranging from 10.42 ft. to 17.36 ft. per the plat of survey, a nonconformity to the
zoning code requirement of 20.16 ft. The image below depicts the subject lot and
surrounding context.
An alternative is to construct the sunroom of the specified dimensions further southeastward,
placing it within the buildable area of the lot. This would eliminate the need for a variation;
however, the split-level design of the principal structure may result in significant structural
changes to the existing house and increase project costs.
Alderman Charewicz shared his support for the proposal.
Moved by Charewicz, seconded by Merlin to Approve Ordinance Z-17-26,

Community and Economic Development Manager Jeff Rogers reviewed a memorandum
dated July 29, 2026.
In recent years, concerns have been raised by the community and City Council to reevaluate
the current Zoning Code regulations and review process for static and EMB billboards. As
more billboards are desired by the business community, the City wishes to bring the general
billboard request review and approval process into a public hearing setting, which gives the
community greater ability to comment on these requests through the Conditional Use review
process.
Moved by Moylan, seconded by Sayad to Approve Ordinance Z-18-26, CONSIDERATION
