COMMUNITY DEVELOPMENT – Alderman Moylan, Chair
Community and Economic Development Manager Jeff Rogers reviewed a memorandum
dated August 28, 2026.
The Northwest Suburban YMCA opened in January 1961 at 300 E. Northwest Highway in
Des Plaines as a regional recreation center for the rapidly growing northwest suburbs of
Chicago. Designed as a shared community facility, it quickly became a hub for youth and
adult programs and indoor sports.
Renamed the Lattof YMCA in 1980 to honor local philanthropist Nicholas M. Lattof, the
facility grew into one of the area’s largest YMCAs. At its peak, it had the largest membership
of any non-residential YMCA in the Chicago region and was reportedly the largest in the
world. After decades as a gathering place for suburban families, financial pressures tied to
aging infrastructure and the COVID-19 pandemic led to its permanent closure in June 2020.
This parcel is a key lot along Northwest Highway at the west end of the commercial district
surrounding the Cumberland Metra train station. The property is zoned C-3 (General
Commercial District). The property is improved with a series of interconnected buildings
comprising approximately 98,470 square feet of floor area and is situated on approximately
4.27 acres of land. The property has historically been exempt from property taxes.
Following the facility's closure, the property remained vacant for approximately six years
and did not attract a development proposal. During this time, the property became an
attractive nuisance and experienced a decline in property maintenance.
In late December 2025, the City received a proposal from the Nicholas Family of Companies
outlining a public/private partnership with the City to improve and reactivate the former
Lattof YMCA with a revitalized concept that would return the property to a tax-paying
commercial use. The proposal and preliminary project scope include renovation of
approximately 90,000 square feet of the original YMCA facility to support a modern sports
complex for community recreational uses, along with a bar/restaurant/market.
In response to this reinvestment opportunity and the high-profile nature of the property's
vacancy, the City Council directed the City Manager to negotiate with the YMCA for the
City's acquisition of the property. A third-party appraisal conducted by Marous & Company
valued the property at $2.2 million, and the City Manager subsequently negotiated a
purchase price of $1,850,000.
On May 4, 2026, the City Council approved Resolution R-115-26, authorizing the purchase
of the property at 300 E. Northwest Highway for $1,850,000. At the same meeting, the City
Council approved Resolution R-116-26, approving a non-binding Term Sheet for an
Economic Incentive and Development Agreement between the City and the Developer. The
Term Sheet established the principal terms and conditions upon which the City and
Developer would proceed with the acquisition, redevelopment, financing, operation, and
eventual conveyance of the property.

Following the City Council's approval of the Term Sheet, the City and Developer proceeded
with preparation of the Economic Incentive and Development Agreement and completed the
purchase of the property, with the official closing occurring on August 13, 2026. The
proposed Agreement incorporates the principal terms previously presented to and approved
by the City Council and establishes the respective obligations of the City and Developer for
redevelopment and operation of the property.
Alderman Smith expressed her excitement for the project and asked for clarification
regarding membership.
The petitioner explained that the facility would offer both membership and drop-in
opportunities.
Alderman Walsten asked for clarification regarding the racquetball courts.
The petitioner explained that the courts would be multi-use and would accommodate a wide
variety of racquet sports.
Alderman Sayad stated that the project would be a valuable asset to the community and
expressed his support.
Mayor Goczkowski expressed his support for the project.
Alderman Merlin expressed his support for the project.
Alderman Moylan thanked City staff and the petitioner for their efforts toward the
development and success of the project.
Julie, 1066 Walter Avenue, asked why it would be advantageous for the City to own the
property during the development process.
Director Rogers explained that the current property is tax-exempt and that once the property
is completed, it would return to the tax rolls.
Moved by Smith, seconded by Sayad to Approve Resolution R-204-26 as amended,

Tim Watkins, Director of Public Works & Engineering reviewed a memorandum dated
August 27, 2026.
After reviewing Library Plaza plan options with Laurie Papadourakis, Executive Director of
the Des Plaines Public Library, the library board would like the Mayor and City Council to
consider expanding Library usage of outdoor space to include the Library Plaza area and the
immediate area surrounding the library building. Adding a potentially gated child-friendly
zone and hardscape area would allow the library to vary programing and extend Library
operating policies to the Library Plaza area, which would enhance library user experience.
This expansion of use would require the execution of an intergovernmental agreement (IGA)
between the Library and City which will be brought to City Council for approval.
City Council has approved a master contract with Studio 222 Architects, who provide full
architectural services for both public and private sector projects through all phases of design
and project management. Studio 222 Architects has provided the attached Task Order #3 in
the amount of $36,500, which includes the following services based upon conceptual design
option B2: design development, construction documents, topographic survey, and
